
The transitional state of Bucharest is argued as an opportunity to shape a new culture. A polemic proposal adopts a ‘passion-less’ architectural strategy to curtail consumption as opposed to the current trend in booming Bucharest economy. The design solution is a ‘planning tool’ which can be applied to a number of sites, making it a generic solution for a larger issue in Bucharest. The strategy revolves around 3 main moves -
1. Relegate the importance of grid while planning roads and plots. Instead look for value adding connections between programs.
2. Assign key themes to every neighourhood and programs at the interface where the new built fabric meets the old one. This is the point where the new networks start. The programs chosen for this location are community based which can be shared ex. schools, hospitals, Or infrastructural based like the Garbage management and future transport node.
3. Housing density is enhanced but the fabric is made much more intricate : As opposed to super-sized socialist blocks, smaller 100 sq.mt plots are introduced. Land division is coupled with land ownership. Most importantly, landuse plan is replaced by infrastructure distribution plan which means that power, water and gas is distributed as a function of land areas.
